Region selection and move

Hi Rim,

I found something which looks like a logical bug.
When locking part of the regions, "selecting all" and moving the regions, locked regions move as well.
I noticed that I cannot move by pressing a locked region, but I can move them by pressing a none locked one.

I would also like to suggest a "select by locators" feature since positioning a selection on long tracks is easier with the locators.

I 2nd the "select by locator" function request, as it would be very helpful to my workflow as well.
