Interesting question...IKMultimedia has the VocaLive app which in turn has a lot of ways to manipulate
your voice via IAP's...that might be something to look into.
Or you could invest in a bottle of helium, a regulator and some balloons (just sorta joking)
You could also look into a voice-coach?
Maybe do a search on Mel Blanc <SP?> and see if there are any 'tips and tricks' associated with the master?
An app that acts like a reel-to-reel tape machine (with full control over record speed and play-back speed) could be useful...

My advice to use AudioStretch and Audio Share. Audio Stretch has good quality offline algorithm and clear controll.

If you are doing the cartoon thing for fun then yeah, any transposer app will do, but if you are considering a career in voice acting then I recommend learning to do it all in your voicebox. Learn dialects and learn to sing well too. The industry is fairly packed with talent right now so you have to be able to act, and be original and consistent.
